Job Summary

The Regional Whole Blood Program Manager is a clinical and administrative professional responsible for the coordination, implementation, and continuous improvement of the Regional Whole Blood Program. This role ensures the program’s effectiveness, safety, and alignment with current clinical guidelines, regulatory standards, and evidence-based best practices. The Program Manager leads both the administrative and operational components of the program, including coordination with EMS agencies, hospitals, trauma centers, blood banks, and regulatory bodies. The position serves as a key liaison between stakeholders to ensure seamless integration of whole blood use across prehospital and hospital settings. Working in close collaboration with the STRAC Acute Care Division, Information Technology, and Data Analytics teams, as well as various multidisciplinary committees, the Program Manager facilitates communication and strategic planning across clinical, operational, and technical domains.

The Program Manager is responsible for securing, managing, and reporting on state and federal grant funding to support the sustainment and improvement of the program. This includes budget oversight, compliance with grant requirements, and coordination of funding-related deliverables and documentation. The Whole Blood Program Manager also represents the region at state-level forums, including the Governor’s EMS and Trauma Advisory Council (GETAC) and Department of State Health Services (DSHS) committees focused on trauma care, prehospital blood administration, and data-driven program evaluation.

 

Job Qualifications

Preferred Education: Bachelor’s degree in Nursing or Emergency Health Services.

Experience: At least five years of clinical experience with administrative, supervisory, and /or program management responsibilities.

Credentialing and Other Requirements will be assessed upon hire.

 

General Accountabilities

  • Develop and update standard operating procedures (SOPs) for prehospital whole blood administration, storage, handling, transport, and documentation.
  • Collaborate with medical directors, EMS agencies, hospitals, blood centers, and other stakeholders to establish and maintain a robust program.
  • Ensure compliance with local, state, and federal regulations regarding blood product handling and transfusion.
  • Identify and address logistical challenges related to blood product availability, storage, and transportation.
  • Develop and deliver comprehensive training programs for EMS personnel (paramedics, EMTs, supervisors) on prehospital blood transfusion protocols, including blood handling, administration, patient monitoring, and recognition/management of transfusion reactions.
  • Maintain and update training curriculum based on the latest research and best practices.
  • Implement and oversee a continuous quality improvement (CQI) program to evaluate the effectiveness of the prehospital whole blood program.
  • Analyze data related to blood usage patterns, patient outcomes, system efficiency, and blood wastage.
  • Identify areas for improvement and implementing corrective actions based on data analysis and feedback.
  • Establish a system for reporting and investigating adverse events related to blood transfusions.
  • Manage centralized temperature monitoring and blood product inventory via multiple software platforms.
  • Coordinate with blood centers for blood acquisition and resupply as needed.
  • Implement strategies to minimize blood wastage due to expiration or temperature excursions.
  • Participate in regional and national discussions and initiatives related to prehospital blood transfusion.
  • Represent STRAC and the Regional Whole Blood Program in interactions with regulatory bodies, hospitals, and other stakeholders.
