Job Summary

The Radiological Response Unit Coordinator provides project management for the statewide standardization of the Texas Emergency Medical Task Force’s (EMTF) Radiological Response Unit (RRU) initiative as well as logistical and administrative support. This position leads the implementation of the overall concept, functionality and standardization across the eight EMTF regions designated by the Department of State Health Services through coordination and collaboration at statewide stakeholder meetings. Additionally, the Coordinator may serve as a subject matter expert to eight Lead RAC Executive Directors, Regional EMTF Coordinators and other key partners to ensure uniformity of concept, mission and vision across the State on this project. The RRU Coordinator works closely with DSHS Operations and Program staff to ensure adherence to grant guidelines for deliverables according to the contract awarded to STRAC for the RRU project.

 

Responsibilities:

  • Development, procurement, organization and distribution of equipment caches and equipment designed for response to incidents involving radiological hazards based on the input from subject matter experts and stakeholders at program meetings.
  • Plan and conduct technical assistance visits at each of the cache locations throughout the State to ensure readiness and maintenance of these vital caches.
  • Development and exercise of cache maintenance and mobilization plan, in coordination with the State Program Manager and EMTF Coordinators.
  • As the EMTF subject matter expert on Radiological response, the Coordinator is responsible for facilitating the sharing of best practices and lessons learned from regional partners and other states to continuously improve EMTF preparedness for this threat and response capability.

The EMTF RRU Coordinator works closely with EMTF Coordinators to ensure development and delivery of appropriate, high-quality training to responders within the program. He/she maintains a matrix of regional capability to respond to Radiological incidents across the State of Texas by EMTF RRU personnel and assets.

This position works with other EMTF staff and EMTF Coordinators to provide resources and training to regional and state team members on matters pertaining to Radiological Response Unit, including Medical Incident Support Team (MIST), pre-hospital personnel, and others. The Coordinator may be required to attend executive level state meetings, such the Governor’s EMS and Trauma Advisory Committee (GETAC), to provide updates to the EMTF Program Leadership and to provide updates and briefings on capability and RRU status.

This position is grant funded and subject to continued funding. STRAC has the intention to continue the program, but this position may be eliminated in the absence of funding.

 

Job Qualifications

  • Education:
    • Bachelor’s degree in a relevant field such as emergency management, public health, or a related discipline (Required) or relevant experience in lieu of
  • Experience:
    • Five years of experience in healthcare, emergency medical services, hazardous materials, disaster response, public health, or emergency management position
  • Knowledge:
    • In-depth knowledge of radiological response protocols, procedures, and equipment Familiarity with federal and state guidelines and regulations related to radiological emergencies
  • Certifications:
    • Texas Commission of Fire Protection Hazardous Material Technician or Pro Board Hazardous Materials Technician (required)
    • ICS 100, 200, 700, 800 (required)
    • EMT-Basic (required)
    • ICS 300 & 400 (preferred)
    • EMT-Paramedic (preferred)
    • Texas Commission of Fire Protection Hazardous Materials Incident Commander (preferred)

Applicant must be able to successfully pass a criminal background check and drug screening.

Physical Demands

The Employee works in both indoor and outdoor environments in all types of conditions, temperature and weather. The Employee must possess physical and mental health to meet the demands of the position. The Employee must be able to travel and participate in State EMTF meetings, the GETAC Committee, appropriate meetings related to State and Regional emergency management activities and provide training and technical assistance across all eight EMTF regions. Additionally, the Employee must be able to deploy to austere environments to support Texas EMTF activities in response to statewide disaster.
